Burke always loved to give praise to those under him, he did it in Vancouver. Anaheim and then here in Toronto.....but don't kid yourself they were all his moves through and through.
The fact he'd deligate the grunt work of trades to his underlings doesn't change that.
Phaneuf deal was a perfect example, he sat down with his top aides/scouts to make a list of the top #1 Dmen in the league, targeted Phaneuf as one of them, reached out once and was denied.....tried again and found out there was an opportunity there and began work on a deal. Then once it's all said and done he heaped all the praise on Nonnis for having done the grunt work.....that's just a reflection of how much of a class act Burke was despite all his bluster, he wanted to make sure all those that worked for him got as much limelight as possible, to hep further their careers.
I've little doubt Phaneuf wouldn't be a Leaf if it wasn't for Burke tho....ditto Kessel, Lupul, Gardiner, etc.....(imo) Nonnis was never "running things behind the scenes"...he simply did what an assistant GM does, and Burke made sure everyone heard about it to prop Nonnis up as much as possible.
One thing I feel pretty confident saying Burke wouldn't have done, is hand out that Clarkson deal......so Nonis gets full credit or full blame from me, however that turns out.
