McMansions or nothing.

The developers don't want to build any type of dwelling where they don't get all of their money right away. That's why all those high-rise rental apartments in Scarborough are all 50 years old. No one builds them anymore because it takes years to make the money back and as soon as the government stopped subsidizing them in the late 80's or early 90's the incentive to build them went away.
