The trick with conspiracy boogeymen is that they have to be all powerful and useless all at the same time, as your argument needs them to be that thing. Can cause popular uprisings to overthrow foreign governments, create disasters and mass chaos but can't keep Trump from winning an election, trick a 20 yr old kid who can't shoot into attempting an assassination, etc.
