It could happen, but it would be deeply stupid. Which probably makes it more likely, not less I guess.

Cartels are way more decentralized than most people realize. The rough structure is usually a leader with his own circle and then a handful of top lieutenants that all run their own smaller organizations based around whatever their specialty is, where their home turf is. Those larger groups have...surprise...smaller splinter factions loyal to them. Think of it less as a modern organization and more like the way feudal Kings used to raise armies. The King would have their own standing army that was relatively small, but bigger than any other one guys....but then he relied on 10-20 feudal lords pledged to him that would all bring their own forces from their own territories into the larger whole. Killing the King just mean the 10-20 Feudal Lords would scrap out to be the King if there was any sort of succession question.

So whatever, go clap El Mencho (leader of CJNG)....and one of his Lieutenants (probably El Jardinero) would take over. Clap both, someone else will. Cut the head right off of the snake and take out the entire top leadership and after a short power struggle shit would be the same as when you started.

It's kind of funny that the thing Trump wants to go after them for is the same reason they've become so decentralized. Fentanyl can be made in any garage or shed in the entire country and is so, so much easier to ship than cocaine. So the days of the Cartels having to be well oiled logistics machines managed from the top down are over. Every load was expensive to purchase from south america and was relatively big and bulky, making it harder to get across the border. You can have one dual citizen throw 2kg of fentanyl powder in their backpack, walk across the border and you've just moved 400K in drugs, congratulations. Cost of production was probably 5K of that. You don't stop that from happening by killing the head of the cartel, someone who is a half dozen levels of the organization removed from that.
