The funny thing in this is that the fence between Ford's house and the property is a 4' chain-link fence with some sparse shrub growth...ie, unless the reporter is 5'2", he wouldn't need cinder blocks to look into Ford's property, and any pictures he took in the direction of the property limits would appear to be at Ford's property.
The reason this blew up is that property requests like this are not the norm for the TRCA, and I'm guessing the reporter was just trying to figure out for himself what was so special about the property. Typically TRCA deals with minor encroachments where someone over-built their home improvements, and 99% of the time the answer is "No, you can't buy that...it's park/public property.". Still, considering everyone and their mother know's Ford temperament, the reporter is kinda dumb for not making his presence known in the first place.
