I guess “just as likely” would’ve been a better way of conveying my meaning.

The Russians have launched a war of conquest against a country where the majority of its people:

A) Don’t want them there
B) Look the same as them
C) Speak their language

Seems like a perfect recipe for increasing hard-to-combat insurgent attacks in Russian-held territory as the war drags on.
