hahaha, I'm being half fascetious but he is a huge fan of the team, we have large sanctions on Russians, I swear Justin talks about the war in Ukraine more than any other western leader, the consortium members likely don't want their brands tainted again. They also don't want to wait 5 years to get a return on the investment in the player.

Stupid as it might be, the veto option seems the most logical.
 
If the people above Geoff vetoed Michkov it's probably related to the murkiness of his father's death/alleged murder. We drafted other Russians today and traded for one in Gurianov a few months ago so it's not because he's Russian, and the people at that level wouldn't care about the three year wait for him as that's way too hockey-related for them to get bent out of shape over. It could be a desire to avoid having to deal with people connected to a very bizarre and possibly very messy situation. If it's that, I can understand the decision to not draft him a little better.
