Only if you think that the point of the exercise is to develop players.

The point of the Habs under Bergevin is to be just good enough to keep the revenues flowing in. That's it. It isn't about trying to build a championship caliber team, it's about maintaining a mediocre team. If playing Guhle helps to keep them in the sweet spot of 7th-9th place then he's going to play. His development is of no importance to his employers. He is a hired hand.
