Which is the better motivational tool?

Trust me. You can live without the bicycle. You don't want that ass-whuppin'.
Carrots and sticks, both tools can be effective in the right circumstances but carrots are also preferable. Use sticks in last resort when carrots are not an option or haven’t proven effective.
 
What type of fan wouldn’t want one of the best rivalry ever to come back?
Also we don’t have too many rivals. We only have the Bruins, and to a much much much lesser extend the Leafs and the Sens.

There is enough market for Quebec to have a piece and not putting one of our biggest natural rival in our division is just bad business, not to mention would doom the Nordiques.

The political climate contributed greatly to that rivalry being what it was combined with the “code” of the game back those days

This is a very different time, not sure that level of dare I say hate will ever be mustered by players again
 
The rivalry with Zona isn’t mustering much either… other than at the draft lottery

The political element of that rivalry was way overblown. Battle of Alberta didn't have any political element and is, still, a good rivalry. Quebec City will immediately a way to channel their resentment at Montreal, which will inevitably initiate an emotional response from Montreal. I think you underestimate how petty fans can be.

Girls are motivated by different things than boys generally, and for some boys the threat of something profoundly negative is often more motivating than the promise of something good, especially if their life is already pretty comfortable.

In the bicycle example, it might be incentivizing for a kid like Worm who didn't currently have a bike, but if it's a case of get a new bike or keep riding the old one, that might not be enough. In that case, having your existing bike taken away from you if you don't meet expectations would be more of an incentive than the promise of getting a new one.

One of mine wants increased flex/independence with time… it allows for strengthened social networks and sought after activities (in a parent approved environment 🙂) which are highly, highly prized by the child. It’s a happy coincidence, so that’s nice.

But that flex and independence is a privilege predicated on very good grades. Not good, very good. That has been communicated, bluntly. It’s working so far, teachers don’t say shit coz kiddo is crushing it. Side benefit is that time management is being learned.

Sure there was a political leaning - Cgy at the time was Texas north on steroids, whereas, Edm was “more ethnic”…

There’s no “battle of Alberta” in todays NHL - this generation of pousse ça ça hockey player doesn’t even know what “rivalry” means….

Actually...the battle of Alberta has a political element. Normally the provincial university and capital city are in different places (Victoria v Vancouver, Regina vs Saskatoon, etc) but they are both in Edmonton because the liberals hated Calgary :). It was really the first "battle"
