Yup. Technically you can use it on cap but once on LTIR it doesn't count against. That's how Hughes afforded Laine.

As mentioned a few pages ago, despite Cam Neely's crying and moaning, Swayman had leverage and he used it. The second Bawstun traded Ullmark, this was always going to be the outcome.
Apparently he wanted $8.75M or so, Bawstun wanted to give him $8M, and they both compromised a little.
