I think GMs gets too much credit, or blame, for specific picks. They depend a lot on their scouts, but they are ultimate the ones responsible for their scout performances.I don’t have this blind faith in Gorton as being the amateur draft panacea as many do I guess, his NYR history of drafting & development mirrors the Habs over last 40-years.
Like TTs 2007 draft, Gorton’s 2006 draft looks like an outlier as well.

That’s not exactly inspiring..I can’t see them being as bad as the Nero regime over a decade
Over the course of a decade? That’s management.
How did Timmins last so long? Why were players rushed? Player development? Why did (a seemingly effective) Bouchard leave on such weird terms? Bad contracts? Markov?
And apparently the Habs did not invest in the high end skills perfection coaching (skating, face offs) as has been done elsewhere. How is that possible?
On a day to day basis, it’s the players first and then the coaches. But management incompetence slowly builds, one increment of stupid after another until you are faced with giant wall of stupid. And that’s what Gorton and Hughes need to gradually unwind over the next few years (with a flat cap.)
All you can ask for from a GM is that they implement a process based system adhered to by everyone in the office over multiple years.

Bergevin didn’t know what he wanted year to year and often let emotions cloud whatever plan he managed to scribble on a napkin
most important, can't deviate from your plan because you're suddenly on a 4 game win streak....or can't draft Michael McCrap because you just lost to the Sens

What are you ? contender ....dreaded middle, window over , cap hell , etc...
Then proceed with a structured plan to make common sense decisions
You are correct , every figurehead has to be on the same page
Problem is stick with the plan to fruition , no half ass measures
Common sense actions >>>>> everything and that includes analytics and other facets of your team
Understanding your plan in the food chain gas no bearing on maximizing scouting and player development, or any department really. It only affects roster decisions and trades.
