didn't PP previously have a top secret clearance?

and didn't Mulcair go on record saying he would do what PP did, i.e. not get clearance?

now, of course, it's possible that PP has been compromised since he was in Cabinet and would no longer qualify for the clearance he previously had...

He never applied for it not so much in order to have plausible deniability but because he probably knows that applying for it would start a vetting process that would expose his duplicity and treason. If ever there was a man petty and venal enough to break laws in order to grab on to power it's Pee-Pee. As Kamala would say, "We both know this".
