On the basis that they'll make it legal for you to do it, so you'll do it. If they let you structure your hourly rate as 50/50 with the first 50% being billable rate and the second 50% being "gratuity" which was untaxed, you'll do it because it would be stupid not to.

They can pass a law saying anything, but I can't imagine this one actually going through and it being applied in such a way to me (I've only ever had endless money taken from me with each year and each "reform"). Need to see it happen to believe it. (And very much want to believe it!).
