Yup. He waited far too long with the expectation that this was just politics, and they would eventually do what's best for the country, or at the very least find a way to get some of their own goals fulfilled through bipartisan trade-offs. But it really was just, as you described it perfectly, a blockade.

The funny thing about Biden is that everyone expected the same thing to happen to him since Washington is now profoundly broken, but he found a way to get a remarkable amount of shit done regardless.

Biden knows almost everyone in DC. decades of fraternizing with enemies.

Obama was a newcomer and reportedly kept to himself.
