OT: American Politics

All they'd need to do is mandate that gun owners get gun insurance that covers them for liability like they do with cars. The insurance industry would put the gun industry out of business overnight. Billy-Bob would have to buy insurance for every gun he owns. I doubt that he could afford to do that since he probably lives off of a disability cheque, Amazon doesn't deliver to his double-wide and Mountain Dew still costs money.
this is actually a great idea that I don't think I had considered or heard up until now.

Why does America continue to ignore the the first part of the sentence?

A well regulated Militia, being necessary to the security of a free State.

Clearly, the founding fathers advocated something to be "well regulated".
 
Madison wrote how a federal army could be kept in check by state militias, "a standing army ... would be opposed [by] a militia." He argued that state militias "would be able to repel the danger" of a federal army, "It may well be doubted, whether a militia thus circumstanced could ever be conquered by such a proportion of regular troops." He contrasted the federal government of the United States to the European kingdoms, which he described as "afraid to trust the people with arms", and assured that "the existence of subordinate governments ... forms a barrier against the enterprises of ambition"

They were protecting against centralized power, and federal tyranny. The idea behind the 2nd amendment is that the people have power to fight back against a mad king. The founders came from, and fought for freedom from, the monarchies of Europe. Not guns are easily accessible to every single person in the state, without any training or safety requirements, in spite of any mental health condition or age.

A good idea but unlike a drivers license, which is legally considered a "privilege" (you don't have the right to drive a car, you have driving privileges, which can be revoked if you abuse them) owning guns is constitutionally protected by the Second Amendment. So owning guns isn't a privilege that can be rescinded, even if you are careless with guns.
