I mean, it's their fault but it's not their fault all at the same time. The Russian "system" is just different and really alien to us. The "social contract" between the Russian ruling class (whether it's Czarist Russian, the USSR, Klepto-Democratic Russia, or now the Putin Regime) is "I don't care about power and politics, but I expect you to leave me alone and Russia to be strong". So they're told what they want to be told by the Putin regime (the west is afraid of us, Russia Stronk, the EU is decadent and weak, Ukraine isn't a real country they're just Russians we need to free from fascists and the west) that aligns with all of their long term cultural beliefs.
The problems start when the dildo of reality arrives without lube and breaks the agreed upon fantasy.
