The article goes into more detail, but the TLDR is that all of the relatively to moderately easy stuff to repair from their stockpiles are gone and the refurbs are taking longer and longer to get ready for the field. Current restoration levels appear to be about 50% of what would be necessary to maintain the current rate of losses.

Kinda how I recall the collapse of the old Soviet Union. Things seemed status quo and then the whole rotten edifice seemed to disintegrate in like, a week.
 
Yeah, they do this every spring and then try to pressure the conscripts (who can't legally be used to fight outside of Russia) into signing contracts so they can be sent to Ukraine.

Russia will run out of money before they run out of meat. 1917-18 redux.


Would they even need to bother with that now, since according to Russia, Donetsk, Luhansk, Kherson & Zaporizhzia—even the parts they don’t currently control or have never controlled—are all part of Russia proper?

Apparently yes, but it's Russia, so laws only really matter until they don't and then they do again if Putin says they do but then they don't again because reasons.

But my current understanding is that conscripts can't technically be used to fight outside the borders of Russia proper....which, well, isn't as big a problem as it would normally be for Putin because of this:
