More offer sheets need done too with a franchise tag for one player so that every team can afford a superstar

What needs to be done for offer sheets is to lower the price for declining an offer sheet. When an offer sheet is made at the highest bracket, the price to decline the offer sheet is four first round picks. Sorry, that's way too much. I'd honestly make it just one first round picks.

Rules need to be changed to incentivize aggressive tactics instead of passive "let's build through the draft over the next 6-7 years" tactics.
