I’m pretty sure it was when he signed an NHL contract. But I might be wrong. It happened before.
Bettman always said that he'd need clearance before he could play in the NHL... and now he's been cleared.

Exactly. And several NHL players have done worse (as adults, not as 17 year olds) and have not been punished at all. By today's standards, a lot of Hall of Famers would be banned, including Lafleur, Roy, Chelios, and Bobby Hull.
